ICP-Brazil adopts blockchain in time stamp records, opening the possibility of using the technology in all digital certifications in the country.
ICP-Brazil regulates the use of blockchain and opens the way for digital validation with DLT, including PIXNOTÍCIAS
ICP-Brazil has regulated the use of blockchain in the entity’s authentication systems, paving the way for the mass use of the technology as a validator of identifications in the country, including in Pix, the instantaneous payment system of the Central Bank of Brazil.
The definition of rules by ICP-Brasil was published in the Normative Instruction ITI, 21, which approved the version 2.0 of volumes I and II of the Manual of Technical Conduct – MCT No. 10 of ICP-Brasil.

Blockchain
In the Manual of Conduct approved by ICP-Brazil, the blockchain is present in two moments, the first being in „Registros“ and the second in „Alvaras“.
In both, the use of the technology is linked to the activity that corresponds to the auditing and/or synchronization procedures, which must be duly registered by the Time Stamp Server (SCT) and stored in event records (log) in UTF-8 or ASCII format, for later access by EAT.
„As for the perennial archiving of the time chaining trees, the SCT must implement a mechanism to send to distributed record bases (blockchain) according to the Hyperledger framework, blocks with cryptographic summaries of the trees“, highlights the ICP-Brazil publication.
Since 2018, ICP-Brazil has been discussing the use of blockchain in the country’s digital certification system and, since then, it has been stating that ICP-Brazil’s digital certification associated with the blockchain can change the way people, government agencies, public and private companies interact.
Now, with the use of blockchain within ICP-Brazil all applications that are based on the entity’s keys, such as Pix, can benefit from the technology.
ICP-Brazil
The ICP Brazil, or Brazilian Public Key Infrastructure, is, in the official definition, „a hierarchical chain of trust that enables the issuance of digital certificates for virtual identification of the citizen“.
Thus, this infrastructure of ICP-Brazil is an elaborate set of practices, techniques and procedures that serves to support a cryptographic system based on digital certificates.
Linked to the Civil House of the Presidency of the Republic, the Management Committee of ICP-Brazil has as main competence to determine the policies that the Certifying Authority-Raiz will execute. The committee is composed of five representatives of civil society, members of some sectors related to the subject and representatives of the following bodies:
Among the members of the ICP-Brazil committee are: the Ministry of Justice; Ministry of Finance; Ministry of Development, Industry and Foreign Trade; Ministry of Planning, Budget and Management; Ministry of Science and Technology; Civil House of the Presidency of the Republic and the Office of Institutional Security of the Presidency of the Republic.
In December it was also authorized the issuance of a diploma as a digital birth document since its origin, having the same legal validity of the physical document, through signature, with digital certification and time stamp in the Brazilian Public Key Infrastructure (ICP-Brasil), according to the parameters of the Brazilian Standard of Digital Signatures.
