McCaffrey, General Barry R.

General Barry R. McCaffrey was director of the Office of National Drug Control Policy under President Clinton.  

He was instrumental in the U.S. government's decision not to fund needle exchange programs.  For this, he received strong criticism from members of the Congressional Black Caucus.
