Scott Evertz on needle exchange programs

Breaking ranks with President Bush's stated opposition to needle exchange, Scott Evertz, then director of Bush's White House Office on National AIDS Policy said:⁽¹⁾

"Needle exchange is saving lives and the evidence is conclusive."
